Treasury Secretary Scott Bessent on Monday appointed Frank Bisignano, head of the Social Security Administration (SSA), as the first Chief Executive Officer of the Internal Revenue Service (IRS).
Bisignano, formerly CEO of Fiserv, will manage the IRS’s daily operations while continuing to lead the SSA. He will report to Bessent, who remains acting IRS commissioner, allowing Bisignano to bypass Senate confirmation.

The move comes as the IRS faces staffing shortages and must implement tax changes under President Donald Trump’s One Big Beautiful Bill Act before the 2026 filing season.
The agency has lost roughly 25,000 employees amid efforts to downsize government.

The White House praised Bisignano’s private-sector experience, calling him key to improving customer service and technology.
Critics, however, questioned whether one person can effectively lead two major federal agencies that together serve over 140 million Americans.
