Ohio Approves New Photo ID Rules For Mail Voting

Ohio lawmakers have approved new voting requirements that will require absentee voters to provide photo identification when applying for and submitting mail ballots beginning with the 2027 election cycle.

Under the legislation, voters casting ballots by mail will need to include a copy of an approved photo ID with either their absentee ballot application or their completed ballot.

The law also establishes an online absentee ballot application system that will require users to upload both a photo identification document and an image of themselves for verification purposes.

Supporters of the measure argue that the additional verification requirements will strengthen election security and increase public confidence in the voting process.

Republican Representative Adam Bird said photo identification standards help ensure trust in election outcomes and the integrity of absentee voting.

Opponents contend that the changes could create additional obstacles for certain groups of voters.

Democratic Representative Veronica Sims argued that the requirements may disproportionately affect individuals who already face challenges accessing the electoral process, including lower-income residents, elderly voters, and those with limited access to technology.

The legislation includes exemptions and alternative procedures for military personnel, overseas voters, and individuals with disabilities.

The new rules are scheduled to take effect in time for Ohio’s 2027 elections, giving election officials and voters several years to prepare for the updated requirements.
