For a long time, the United States sought to promote democracy and respect for human rights, annoying some and inspiring others. Those days are now gone, in some ways for better, but mostly for worse.

NEW YORK – US President Donald Trump’s second administration is barely four months old, but already there are signs of an emerging foreign policy doctrine. And like so much else about his presidency, it represents a striking departure from the past.

Doctrines play an important role in American foreign policy. With the Monroe Doctrine, announced in 1823, the United States asserted that it would be the preeminent power in the Western Hemisphere and would prevent other countries from establishing competitive strategic positions in the region. At the outset of the Cold War, the Truman Doctrine pledged US support to countries fighting Communism and Soviet-backed subversion.

More recently, the Carter Doctrine signaled that the US would not stand by if an outside force sought to gain control of the oil-rich Persian Gulf region. The Reagan Doctrine promised assistance to anti-Communist, anti-Soviet forces and countries. George W. Bush’s Freedom Doctrine, among other things, made clear that neither terrorists nor those who harbored them would be safe from attack.

What these and other doctrines have in common is that they signal to multiple audiences critical US interests and what the US is prepared to do to advance them. Doctrines are intended to reassure friends and allies, deter actual or would-be enemies, galvanize the bureaucracy tasked with national security matters, and educate the public.

Although no Trump Doctrine has been explicitly put forward, one has begun to emerge all the same. You could call it the “look the other way” doctrine, the “see no evil, hear no evil, speak no evil” doctrine, or the “none of our business” doctrine.

Whatever the label, the doctrine signals that the US will no longer try to influence or react to how countries conduct themselves within their borders. The administration has refrained from criticizing Turkish President Recep Tayyip Erdoğan for arresting his principal political opponent, Israel’s Prime Minister Binyamin Netanyahu for repeated attempts to weaken the country’s judiciary, or Hungary’s long-serving prime minister, Viktor Orbán, who has steadily undermined democratic institutions there.

While Trump has disparaged the foreign policy of Russian President Vladimir Putin and the economic policy of Chinese President Xi Jinping, he has not made an issue of either leader’s repression of his own people. The Trump administration has also cut back or dismantled many of the instruments, including Voice of America, the Agency for International Development, and the National Endowment for Democracy, long used to promote civil society and democratic movements around the world.

The closest there was to a public articulation of the new doctrine came in Saudi Arabia on May 13. Trump spoke with admiration of what he described as that country’s great transformation, adding it “has not come from Western interventionists … giving you lectures on how to live and how to govern your own affairs … In recent years, far too many American presidents have been afflicted with the notion that it’s our job to look into the souls of foreign leaders and use US policy to dispense justice for their sins.”

Trump’s actions, above all his pursuit of business deals with authoritarian governments in the Gulf and far beyond, underscore these words’ import. Unlike Reagan, Carter, Bush, Barack Obama, and Joe Biden, Trump has made it clear that the US has no interest in advocating for human rights and democracy, speaking out against authoritarian abuses, and pressing for the release of political dissidents.

To be sure, the look-the-other-way doctrine avoids the sort of overreach that characterized Bush’s presidency, when zeal for spreading democracy led to the costly, ill-advised invasion of Iraq. It also makes it easier for the US to work constructively with governments carrying out policies at home that would normally pose an obstacle to commercial ties or cooperation on critical bilateral, regional, or global issues.

But the downsides of the new approach offset these considerations. The Trump Doctrine increases the odds that governments so inclined will double down on domestic repression and efforts to subvert democracy – a form of government often associated not just with greater personal freedom but also with free markets supported by the rule of law and less aggressive foreign policy. Promoting democracy thus benefits US investors and limits the risk that America becomes mired in costly or prolonged foreign conflicts.  

The Trump Doctrine also distances the US from many of its traditional friends and allies, most of which, not coincidentally, happen to be democracies. Such estrangement works against American influence.

That said, the ability of the US to conduct a foreign policy that supports freedom abroad depends in no small part on its willingness to practice what it preaches. No country can talk the talk without walking the walk, and the Trump administration’s violation of many of the norms and practices that sustain democracy would undermine its ability to advocate for it elsewhere, were it so inclined.

No doctrine is entirely consistent – during the Cold War, the US often supported anti-Communists who were anything but democrats – and Trump’s doctrine is no exception. There is a self-serving, rightist bias. His administration has been critical of European governments and has made clear its preference for far-right forces, including the nationalist Karol Nawrocki, who won Poland’s presidency. Despite reducing America’s foreign entanglements, Trump has also waged a campaign against Greenland and Canada.

But these are exceptions. The thrust of the Trump Doctrine – not to allow anti-democratic behavior to get in the way of doing business – is clear.

For a long time, the US sought to change the world, annoying some and inspiring others. Those days are gone, in some ways for better, but mostly for worse. The US has changed. It is coming to resemble many of the countries and governments it once criticized. It is as tragic as it is ironic.

Ukrainian President Volodymyr Zelenskyy has challenged his Russian counterpart, Vladimir Putin, to sign a cease-fire to end fighting as the two sides work to set up a meeting to create a lasting peace after more than three years of war.

"We are ready for exchanges but to continue diplomatic meetings in Istanbul at a level that does not solve anything further, I think, is pointless," Zelenskyy said. "My proposal, which I believe our partners can support, is that we propose to Russians a cease-fire until the leaders meet.... We are ready for such a meeting any day," he added.


3. Putin Says Ukraine Wants Ceasefire To Rearm And Mobilize - AFP

Russian President Vladimir Putin appeared to rule out a full ceasefire in Ukraine, saying that Kyiv would use any pause in the fighting to rearm.

Ukraine has been pushing for an unconditional and immediate 30-day truce. “Why reward them by giving them a break from the combat, which will be used to pump the regime with Western arms, to continue their forced mobilization and to prepare different terrorist acts,” Putin said in a televised government meeting.


4. Putin Tells Trump Russia Will Strike Back Over Ukraine Drone Attacks - TIPP Insights

President Donald Trump said he spoke with Russian President Vladimir Putin for over an hour to discuss Ukraine’s drone strikes inside Russia and the Iranian nuclear issue.

In a post on Truth Social, Trump said Putin emphasized that Russia “will have to respond” to the Ukrainian attacks on air bases, referring to “Operation Spiderweb,” a recent Ukrainian operation targeting multiple Russian airfields using drones and explosives. Trump noted that while the conversation was constructive, it would not result in “immediate peace.”

The presence of IAEA officials at nuclear facilities in Ukraine remains essential to help prevent a nuclear incident, Raphael Grossi said after his 12th visit to Kyiv since the start of Russia's full-scale invasion.

The IAEA experts at Rivne and Khmelnytskiy had to take shelter up to three times during Grossi's visit because of an unusually high number of air raid warnings. “My teams report that this was the most intense day of air raid alarms they had experienced since late last year," Grossi said in a news release.


6. EU Extends Asylum Protections For Ukrainian Refugees, Stressed As 'Temporary' - UPI

The European Union's Internal Affairs and Migration Commissioner Magnus Brunner spoke in Brussels, Belgium to announce the EU has extended its deadline in regard to the unchallenged, but temporary, provision of asylum to displaced Ukrainians by an extra year.

The EU had already put in action a decree that Ukrainians do not need to apply for asylum to enter EU member states, which was also rolled out to avoid potentially overwhelming national asylum systems.


7. Trump Calls Xi 'Tough' Ahead Of The Phone Call With Beijing - TIPP Insights

President Donald Trump called Chinese President Xi Jinping a “very tough” negotiator on the social media platform Truth Social. “I like President Xi… but he is extremely hard to make a deal with,” Trump posted.

The comment comes as Trump prepares for a potential phone call with Xi this week, following disputes over last month’s tariff agreement in Geneva.


8. China's Rare-Earth Controls Stall Some European Auto Parts Production - Nikkei Asia

Some auto parts manufacturers in Europe have halted operations due to China's restrictions on rare-earth exports, the European Association of Automotive Suppliers (CLEPA) said.

European parts makers have made hundreds of requests for export licenses since the restrictions were enacted in April, the organization said, but only about 25% have been approved. Beijing imposed export restrictions on rare-earth elements, which are used in a wide variety of products.

China has welcomed Pakistan and Afghanistan's decision to elevate their diplomatic relations to the ambassadorial level, calling it a positive step toward regional peace and cooperation.

In a statement posted on X, Chinese Foreign Ministry spokesperson Lin Jian said Beijing believes the move will help Islamabad and Kabul "enhance trust and cooperation" while promoting peace and stability across South Asia. China maintains strong ties with both countries.


10. Iran Rejects U.S. Nuclear Proposal To Abandon Uranium Enrichment - UPI

Iran Supreme Leader Ayatollah Ali Khamenei dismissed a U.S. proposal to halt Iranian uranium enrichment, appearing to reject a central U.S. demand in the nuclear program talks.

Khamenei said the proposal was "100% against" Iran's interests. Axios reported that the U.S. proposal would bar Iran from building new enrichment facilities while establishing a strong system of monitoring and verification.


11. EU Gives Green Light For Bulgaria To Join The Euro - D.W.

The EU has approved Bulgaria's readiness to adopt the euro, clearing the way for a 2026 switch. The move follows inflation reforms and marks a milestone in the country's EU integration.

Bulgaria, an EU member since 2007, had initially aimed to adopt the euro in 2024 but delayed the move due to an inflation rate of 9.5% at the time. The European Commission now expects Bulgarian inflation to ease to 3.6% this year and drop to 1.8% by 2026.


12. South Korea's New Leader Vows To 'Heal Wounds' With Nuclear-Armed North - AFP

South Korea's President Lee Jae-myung vowed to reach out to the nuclear-armed North and "heal wounds" as he took office, after winning a snap election triggered by his predecessor's disastrous martial law declaration.

South Korea's new centre-left leader also warned that "rising protectionism and supply chain restructuring" pose an existential threat to Asia's export-dependent fourth-largest economy, which has been buffeted by the global trade chaos sparked by President Donald Trump.


13. Japan's Births In 2024 Fall Below 700,000 For 1st Time - Kyodo News

Government data showed that the number of births in Japan fell below 700,000 for the first time in 2024, declining 5.7 percent from the previous year to 686,061. This highlights a continued trend of delayed marriages and childbirth.

Japan's total fertility rate – the average number of children a woman is estimated to bear in her lifetime – also fell to a record-low 1.15, down from 1.20 in 2023. Both the number of births and the fertility rate have decreased for nine consecutive years. The pace of Japan's declining birth rate is now 15 years ahead of government projections.


14. Vietnam Scraps Two-Child Policy As It Tackles Falling Birthrate - The Guardian

State media announced that couples could make their own decisions about how many children to have, and how much time to wait between births, reversing a decades-old preference for one- or two-child families.

The promotion of two-child families dates back to the 1960s in communist North Vietnam, though this policy was further developed in the reunified Vietnam in the 1980s and 1990s, including through the country’s first decree on family planning in 1988. The two-child policy was not universally enforced, though members of the Communist party could face sanctions.

Wall Street tech bull Dan Ives is putting his AI conviction to the test.

16. Low-Calorie Diets Might Increase Risk Of Depression - HealthDay News

People on low-calorie diets scored higher for symptoms of depression, compared with those not dieting, researchers reported in BMJ Nutrition Prevention & Health.

Overweight people and men were particularly vulnerable to the mood changes that come with a low-calorie diet, results show. Cutting calories might also rob the brain of nutrients needed to maintain a balanced mood, researchers speculated. These findings directly contradict previous studies which found that low-calorie diets eased depression, researchers said.
