U.S. Report Warns China's Xi Is Building ‘Alternative World Order’ With Rogue States

A new report from the U.S.-China Economic and Security Review Commission warns that Chinese President Xi Jinping is working to build “an alternative world order” centered on Beijing and supported by authoritarian partners such as Russia, Iran and North Korea.

The commission’s 700-page assessment says China has deepened its cooperation with these states since Russia’s 2022 invasion of Ukraine, providing economic, technological and intelligence support to Moscow.

The report urges Washington to expand funding for the U.S. Space Force, strengthen deterrence around Taiwan and help the Philippines counter Chinese harassment at sea and online.

China’s military entered Taiwan’s air defense zone more than 3,000 times in 2024, signaling rising aggression, according to the commission.

The warning comes as President Donald Trump prepares for an April visit to China, following what he described as a “highly successful” recent meeting with Xi. Commissioners say Beijing believes its global position is gaining strength.
