Ukraine and the United States have made “substantial progress” on a new minerals agreement, with a memorandum expected to be signed soon, Ukrainian First Vice Prime Minister Yulia Svyrydenko said Wednesday. The deal, still in draft form, aims to boost investment and economic growth in both countries.
Deputy Economy Minister Taras Kachka confirmed talks were advancing, though a final agreement is not expected this week. Svyrydenko said legal teams had refined the draft and would continue working before formal ratification in Ukraine’s parliament.
A positive new step has been made in the ongoing progress with the United States on the Economic Partnership Agreement and the creation of an investment fund for the reconstruction of Ukraine.

Bloomberg reported that the U.S. has lowered its estimate for total aid to Ukraine from $300 billion to $100 billion. The proposed deal from the Trump administration includes no future security guarantees for Ukraine but would require all profits from resource exploitation to be placed into a joint investment fund.
