Harvard’s Exchange Visitor Program Under Federal Review

The U.S. State Department has launched an investigation into Harvard University’s eligibility to continue sponsoring foreign students through the federal Exchange Visitor Program. Secretary of State Marco Rubio confirmed the probe Monday, citing national security and regulatory concerns.

“All sponsors must comply with program regulations and ensure transparency,” Rubio said in a statement. “This investigation will ensure that State Department programs do not run contrary to our nation’s interests.”

The Exchange Visitor Program, which includes J-1 visas, is intended to foster cultural exchange and mutual understanding. Harvard, like other academic sponsors, must demonstrate adherence to those principles while maintaining U.S. foreign policy and security standards.

The move signals growing federal scrutiny of elite academic institutions following rising concerns over foreign influence, lack of transparency, and national security vulnerabilities in U.S. higher education.
