In a video posted Thursday, Netanyahu said the move was taken “under the advice of security elements” to “activate clans” opposed to Hamas.
Former defense minister Avigdor Liberman called the plan “complete madness,” warning that Israel was handing rifles to groups he likened to ISIS. CNN reported the operation was launched without security cabinet approval, sparking concern about oversight.
Hamas condemned the move as a bid to spread “insecurity and social chaos.” One group reportedly receiving weapons is led by Yasser Abu Shabab, who denied the claim.

Opposition leader Yair Lapid accused Netanyahu of reckless improvisation, saying the prime minister once funded Hamas and is now arming criminals. Critics warn the strategy could backfire, further destabilizing Gaza and undermining Israeli security.
