China is considering allowing a limited number of leading artificial intelligence companies to purchase Nvidia H200 chips, according to the report.
Potential buyers include Alibaba Group, ByteDance, and DeepSeek, although any approvals would be subject to strict government oversight.
Despite those concerns, growing demand for advanced computing power has increased pressure to permit limited access to the chips.
According to the report, companies seeking to import Nvidia H200 processors would be required to specify how many chips they need and explain their intended use before receiving approval.
Nvidia shares rose 3.7 percent following the report, although officials have not finalized the total number of chips that may be authorized. The decision comes as Nvidia prepares to launch its next-generation Rubin AI processors later in 2026.
